Abstract

It seeks to highlight the advances and challenges in attending the basic education of the modality of Youth and Adult Education of the prison system. To this end, through documentary research, it analyzes the main policies regarding the guarantee of the right to education as opposed to the right to “learning”, as well as the consolidated data on educational provision to persons deprived of their liberty. The research shows significant progress in the consolidation of educational guidelines in prisons, mainly due to the articulation of entities and civil society activists who promoted interlocutions related to the guarantee of rights. Despite this progress, it is noted that the provision of education in this context is still scarce and based on the principle of meeting minimum learning needs, in line with the international regulatory agencies.
